Finley refused to provide his license and registration when he was stopped Monday afternoon for driving his scooter around a barricade near the football stadium, according to police.
He argued with an officer, saying he was running late, and attempted to leave the scene after re-starting his scooter. The officer stopped him by grabbing his left wrist.
A police spokesman said Finley stood up and "squared off" with the officer before he was placed under arrest.
The original charge of resisting arrest with violence was downgraded after Finley appeared in court Tuesday, Major Brad Barber of the university police said.
Finley is a redshirt sophomore and backup linebacker for the Gators.
