Each NBA team's cap situation and personnel needs are addressed, followed by a forecast of which free agents they'll be targeting and who they're willing to settle for should their top free agent candidates not materialize. We start with the Eastern Conference, where a lot of unattractive teams will be making lots of attractive offers.
